Adjust Actuals

Hello,
What is the best step by step process to use the Adjust Actuals?
It seems that the Manager who entered some actuals and validates the Adjust
Actuals has to publish the project : Collaborate / Republish Assignments and
select Replace the Actual Work entered by resources...
Any idea?
