adjust actuals

we are using the the project server2003 and web access, our question is if
the permission of "adjust actuals" is denied, why the resource still can edit
his actual working hours already submitted by the PM.

Adjust actuals is a permission that allows a Resource Manager to adjust the
actuals of a team member. The only ways to prevent a team member from
changing actuals already submitted to the PM are:

1. Use managed time periods and then close past time periods (a very
restrictive environment)
2. Make this a training and performance issue (train people NOT to do it
and then hold them accountable)
