Adjusting Project Start Time

I know I can set the project start/end dates, but is there any way to
adust the specific time a project starts without creating a constraint?
I have a project which starts off with the submssion of a change
request which needs to happen at the end of the shift the day before
the change takes place. The resource works until 4 PM daily, the task
needs to start at 3:45 PM and is the first task in the project so its'
only dependency can be the start date of the project.

Any help on this topic would be greatly appreciated.

Hi Richard,

Display the hours and minutes beside the dates :
Tools / Options / Views : Date format : choose a format with 12:33
Then you can go to Project / Project Information : Start date....
