Admin necessary to run OL2007 under Vista?

Vista Home Premium SP1.

I've read that administrator rights are required, not only to install, but
to *run* OL2007 under Vista.

Is this true? And if so, is it also true under WinXP Home SP3?

Not true at all. Administrator rights are only needed to install Outlook.
