Admin Privelege's OL98

Hi,

Setting up roaming profiles in an environment running WinXP with OL98.
My test profile wouldn't display anything in the Send/Receive groups even
though the internet mail accounts were setup. When I add the user to the
local administrators group, the send/receive groups are there.
Do I have to have the users in the local admin groups for OL98 to roam
properly?
