Admin Projects for Hollidays etc.

Hello - is there a way that, if i use an admin project for
entering of hollidays and other absence times, i can block
resources that have entered themself as holliday to still
book onto tasks in other projects?
i know i could set the max working time to 8 hours a day
and have them enter 8 hours for a holliday per day - but i
am looking for a different way - is there one?
