Admin time -current or past timesheet

Hello, using PS 2007, IU update installed, is there a setting that controls
whether you can submit Administrative time on a timesheet for a current or
past time period?

Currently I can not add hours for any admin time on a timesheet. The plan
admin feature works fine.

I did some additional testing here, and am curious to whether I discovered a
bug.

I changed a setting in Server Settings / Timesheet Settings and Defaults
/Timesheet Grid Column Units.

This was setup for weeks, and I changed it to Days. With this change, I can
now make updates to the Admin time for current or previous timesheets.

Anyone see this before and is this a bug: can not add administrative time to
a timesheet when this setting is for weeks
