Administrative categories in MSPS 2007

I sure wish these categories were available in timesheets in a
picklist without having to be displayed all the time to be of use.
These could be used for non-project work as well as non-work and folks
could select only which ones pertain to them on their timesheet - and
there would be no operational project maintenance (no need to assign
people to either a regular plan or build a team for an Activity).

Anyone know if this is a feature or a pre-SP1 bug?
