Administrative Plan - PWA timesheet

An administrative plan was created for a team, and all of them, except for
one resource is unable to
enter time for vacation.

When the "Notify the manager of the time off" is clicked, a new page comes
up with the vacation, sick, and training tasks, but it does not allow him to
enter time against those tasks
for the current or the future weeks.

What could be the issue? Please help.
