Administrative Project PS 2003

We have Project Server 2003 and want to schedule non project time in an Administrative Project we created, but when I click the link on the home page of PWA it tells me I can't schedule time in the Administrative Project becasue I'm not a resource on the Adminsitrative Project. I am a resource. I also have assigned myself 100% of the time for the full year, but I still get the message that I'm not a resource on the Administrative Project.
Any ideas what I have to do to let assign myself non project time?

An Administrative Project must be created by either a Project Server
administrator or by a project manager who has the proper permissions to do
so. The manager of that Administrative Project would then need to assign
you to one or more tasks in that project, and then publish the project. Has
this been done? If so, you would definitely NOT be assigned at 100% on that
project. Out of curiosity, to what project have you assigned yourself
full-time work for the entire year? Let me know and I'll try to help you
further.

We are just implementing PS 2003 so I am just learning the
system. Based on the information I have, once a Admin
Project has been created and tasks defined, you need to
add all the resources to the plan that will need to use
any of the tasks defined. I ran into problems when I
assigned resources to the tasks, then I found a reference
that indicated the resources assign themselves through the
PWA Timesheet function when they need to record time to a
task. I have tested this approach and it seems to be
working fine.

Dale, your approach is what I expected when we upgraded
from PS2002. However, in the book Project2003 inside-out
page 697 (7) admin projects are setup a little different.
It states that after assigning resources, don't assign
them to any of the administrative tasks. This does tend to
agree with the PWA Task Action: 'Notify your manager of
any time you will not be available for project work' ---
BUT IT DOES NOT WORK..!

The longandshort is if I add the resources as you say
below it does work. So is the book wrong, then if so, why
was the the PWA task action above added..??
