Administrative Projects and Resource Availability/Allocation

I have read that Administrative projects will not affect the scheduling
(allocation) of a resource and his/her availability. And rather that I
should update each resource calendar in the enterprise template to achieve
this goal. Is this correct ?

If so..is the following statement from the microsoft site regarding
Administrative projects incorrect ?

"Will affect resource allocation and scheduling in other projects after a
project manager has accepted an updated task and then published the changes."

If you want Project Server to automatically reschedule project work in
response to a team member's vacation time or sick leave, you need to enter
this nonworking time on the resource's individual calendar in the Enterprise
Resource Pool. If you use an Administrative project to track nonworking
time, Project Server WILL NOT automatically reschedule project work in
response to a team member's vacation time or sick leave. Hope this helps.
