Administrative Projects

We created Administraive Project to record our departmental operational data.
Recently our organization structure changed and resources were shuffled in
and out of different departments. We want to remove people from their
existing Administrative projects to be assigned to their new departmental
administrative projects, but doing that would delete their previous actuals
posted on their previous administrative projects. Suggestions or workarounds
for this would be highly appreciated.

Just thinking out aloud.

If admin projects can be assigned to a category (you'll need to check), then
create a category which prevents users from accessing its projects and assign
the admin project to it.

Thanks Paul for a clever trick. Yes Admin Projects are viewable in Category
settings , but i need to check the behaviour of denying them access when they
are assigned to those admin project.
My concern here would be that We are a software House with frequent resource
shuffling between departments and in this scenario we will end up creating so
many categories.
This raises another point. I guess Administrator projects assignment dont
decrease availablity of a resource (Please correct me if i am wrong), but it
kind of fails in scenario like we have where we cant remove or replace(like
in normal project) a person from the Admin project if he resigns or
transfered e.g. otherwise we will loose his utilization. If we would have
used a normal project for tracking operational data as well it would have
decreased availability of the resource.
Your comments on this will be highly appreciated.
