Administrative Time Committed vs Planned

We are converting from non-working project plans to Administrative Time. The
question has been asked, when you click on the Plan Administrative Time
button, there is an option for Committed and a row for Planned. I have
informed my team to use the Planned row, but what and when do you use the
Committed row.
