Administrator needs to force a project to be check-in - possible?

We have a project that was supposed to have been closed before the user was
deleted. I'm not sure what happened, but the user account was deleted and
the project is stuck in "checked out". We want to delete it because we put a
new one out with a different name. The books I have say the administrator
can force a project to be checked back in but I sure can't figure it out.

Any hints would be appreciated.
