Administrator Not seeing Server Settings

What permissions would prohibit an Admin from seeing Server settings i
PS 2007

If the user is in other groups you may have a conflict with the security
settings in the group.
If you are using "deny" in those groups it could prevent the user from
seeing Server Settings.
I would take them out to see if it resolves the issue then you know what was
causing the issue and can fix it by making adjustments to the security group
or groups.
