I am the only owner and sole user of this computer and all the programs. I
cannot save a Excel file to a CD because I "must get permission from the
Administrator".
How can I fix that

Don't save it directly to the CD anyway. Save it to your HDD first and then
burn to CD. If it's only the one file, is a CD the best option?
