adress book failed to load

I recently installed windows xp. I can open outlook
express and see new mail by preview, but I casn't open
them up to view. The error says: The address book failed
to reload. Outlook express is incorrectly configured
please re-install.

I went online and got the version 6 service package but
when I go to install, it says I have a newer version of
internet explorer and it cannot install. I have tried to
remove internet explorer, but it isn't working.
