I too have experienced erratic performance with Outlook 2007. I use BCM too.
Sometimes it acts as though the program is single threaded when doing a mail
synchronization. Other times simply closing an email message takes several
seconds.
I have a dual core HP laptop. I assigned Outlook and SQL to different CPUs.
Performance has immediately improved. It now is similar to XP and Outlook
2003 on my older single cpu Dell.
This implies there may be scheduling problems within Vista. I will post
again if I get unwarranted side affects.
