After compaction-access issues

We have a 3 computer network all on Office 2000. Two of
the computers have Windows 2000 and one XP professional.
After a compact and repair on one of the the Office 2000
computers where the MS Access database is stored, we
cannot open the database from the XP Computer. The other
Windows 2000 computer can open the database.
The messages we receive are either file not found or file
not available because of it's opened for exclusive use or
no correct password.
We've made sure it is not open for exclusive use as the
other 2000 computer can open the database just fine.

I think that perhaps users do not have the proper windows security
permissions on the folder. All users need read/write/create/delete
permissions on the folder in order to create the associated ldb file. If
the first person in doesn't have the create permissions, the ldb won't get
created and it will open the mdb exclusively.
