After installing "blaster" patch & SP4

After installing the blaster patch and SP4 on W2Kpro

-"User" CANNOT use MS Office applications, gets error
message that the apps (all of Office) needs to be installed

-"Administrator" logon CAN use all of the Office apps w/o
problem

There are NO network shares on this pc
