After Outlook Connects ADSL link Slows Down

Running XP Pro and Outlook 2002. ADSL link works fine until I start Outlook.
Then after I actually click on Send/Receive emails download OK but after that
the ADSL link runs very slow for say Internet Explorer. Need to power down /
up the ADSL modem to re-establish reliable comms. Same problem happens if I
run Outlook Express. Got me stumped. Any ideas ? I have reinstalled Windows.
