After receiving an InfoPath form, can it be subitted to access?

Is there a way to submit an InfoPath(2003) form to an access database after
it has been emailed to you? I don't want the form users to submit it
directly to the database, I want them to email it to me, and after reviewing
it, I would like to submit it to the database. The only way I could figure
out how to do it is to change the submit properties on the form everytime I
receive one. That gets tedious. Any suggestions? Thanks.
