I like your style.

Problem: Wife's computer suddently stopped receiving e-mail on Friday
morning, kept receiving the following error message:

Task 'mail.insightbb.com - Sending and Receiving' reported error
(0x80040600) : 'Unknown Error 0x80040600'

Now while the system attempts to Send/Receive files, it is accurately
reading the number of messages coming from Insight...

File size:
Outlook1.pst = 107,273 KB
OUtlook.bak = 87,904 KB
Outlook.pst = 87,481 KB
archive.pst = 31,968 KB

Attempted the following solutions with no luck:
1. http://support.microsoft.com/?kbid=814441
2. Test the Account Settings for the POP3 account - Everything tests fine
3. deleted all messages in the "deleted files" folder
4. deleted all messages in the "sent files" folder
5. went to POP3 service provider and deleted any "large" or "perceived
large" files

I've searched the world over and still haven't found "true love" of a
solution...

Not sure what I'm missing here...

Whatever help or suggestions are appreciated.

Next thing to try is deleting and reinstalling the mail account and using
Test Account Settings to see if you get an error. Failing that, contact
your ISP to see if they changed their mail account setup (most often it is a
requirement to authenticate that changes).

Again run inbox repair tool(scanpst.exe) if problem still then you can create a new Outlook profile and delete old profile
Old profile deletes when new profile work properlly otherwise you may be lose your data. For more about error and there solution
