Align editable text to outside margin of each page?

How do I place an editable text box on the outside margin of each page in MS
Publisher 2003?

The actual text in the text box of each page will be different. The pages
will switch from left to right on a 2-page spread as new pages are added, but
I want the text to stay along the outside margins.

Can I place editable text boxes in the Master Pages? Or align text boxes or
text horizontally, along the outside margins? I found an option like this in
Word, but not Publisher.

Don't see why not. You can put them on the Master Page or not.

Word is not like Publisher. If you are wanting commenting fields then you are
far better off using Word. Publisher is strictly a DTP program and it does well
doing page layout, but Publisher can't hold a candle to Word's document
features.

Place it in the scratch area, and group it to an object that is on the page.

I read that as she wanted text to be printable. If it's in the scratch area
it won't.

Put it on the master page to have it appear on all pages.

I interpreted it as looking for a manual way of creating slugs

I guess it can be read either way.
