Aligning Shapes

I am having problems in aligning self created shapes. (Visio 2003 SP1). When
I rotate a shape to align it with another sometimes if I rotate the shape
one way (anti clockwise, I think) it will snap to the grid, and allow it to
be aligned, but if I rotate it the other it does not. By that I mean when I
rotate the shape the increments opf rotation are too coarse. Sometimes it
dosen't seem to matter what I do the shape does not align.

I have tried disabling (unchecking) snap to grid and 'glue' but without
result. Some advice will be appreciated.

When shapes are rotated, the only snapping that occurs is to specific
angles. There is no snapping to the grid or surrounding shapes. You can
control the courseness of the rotation angle intervals by moving the mouse
closer to the point of rotation or farther away from the point of rotation
while you rotate.
