All Address Lists missing

Exchange 2003 SP1 and Outlook 2003 SP2

I have one user (out of 80) for whom All Address Lists does not show in the
Outlook Address Book. Gloabl does show. So far I cannot figure out why this
is or how to add All Address Lists for this user. The All Address Lists
showed for this user in Outlook XP before we upgraded to Office 2003.
