All caps default for outgoing messages won't turn off!!!

How do I turn off All Caps Default???

Randomly, one day, the default for outgoing messages became all caps and the
only way to turn it off is to do it manually for each message. I did find a
post for the same problem with small caps, but the solution did not work for
me. Help?
