All day events skewed

An issue I have ignored for some time, but can no longer. In outlook 2003
when changing time zones on the system any all day events become skewed and
flop over onto a new day. Now that we haved moved and are in a different time
zone, this is making a mess of the outlook calendar. there has to be a fix
for this issue. Anyone?
