All Document Libraries link leads to dead end

Hello everyone,

When I am in any Public Document Library, I try to click the 'All
document Libraries' link and get a Page Can Not Be Displayed Error. I
do not get this error when selecting the same link from inside a
Project Public Documents Folder. This only occurs from a Public
Libraries folder.

Any thoughts on where to verify what the issue is and how to fix?

Please advise.
