all documents default to note pad and read only

My company has a Shared Web site where we store our company documents. When
ever I download a document from that shared site it defaults automatically to
notepad and all documents stored on my computer or downloaded open as READ
ONLY. We have done was was suggested and also re-registered however this is
still a problem. I have uninstalled OFFFICE 2003 and re-installed but that
process doesn't help either.
