All email delivered as attachments from outlook 2000

Is there a way to configure outlook 2000 to NOT send messages as attachments. Not using word as editor, formatting as plain text. For some reason, ol 2000 is using charset="Windows-1252". This may be the problem, but cannot find the us ansi character set
