All files say they are in use

We are running a 2000 Server where the files are stored.
Trying to bring up the documents on the server & also an
XP PC. Getting a message that the file is being used, Do
you want to make a copy. I am getting a similiar message
for all Excel documents also. What do I do to correct
this?
