All my users get "cannot open file." The Internet Security Zone .

The internet security zone manager is missing or not correctly installed and
therefore the safety of this file cannot be verified.

I didn't have EISZ manager installed but I tried installing it and
unistalling.

I tried detect and repair on ACCESS and got an error (1931) about can't get
to CFGWIZ.EXE.

I tried the scan for protected files deal (spf /scannow) without an issue

The prob is with users TS to W2K3 server on Office XP Pro Access Runtime.
Admins don't have the prob. Users on another TS server with same OS no
problem.

I tried to get Office XP Access SP3 Runtime update from Windows but it fails
to install.

I am still IE6 sp1
