all open workbooks do not show on windows task bar

Excel 2003 SP2

When I have multiple excel files open, they don't all appear on the bottom
task bar of Windows. So when I try to open one of the files I was already
working in, it gives me a message stating that I already have the file open.
To temporarily fix the problem, I have to go to Tools->Options, uncheck
Windows in Taskbar. And then I check it again. After that, the file will show
up in the task bar. Weird problem. I do not get any error messages or
anything. I have run all the office updates, and windows updates.
