All projects they manage

Hello,
What is the meaning of the option "Allow users in this category to view all
projets they manage" in the Project section of the Modify Category page
(PWA)?
I believed that the Project Manager is the user who saved the project and
published the assignments :
Collaborate / Publish / Republish Assignments...

But such a user doesn't see any projet in the Project Center.
