Hello,
Do you have OLAP cube functionality? We use the Cube to look at over
allocated resources by creating calculated totals. Something like
[Meaures].[Capacity]-[Meaures].[Work] will give you negative hours if the
resource is over allocated. Show you could filter the view by time to see the
snapshot of the time you want and filter the view to show you the "bottom
20%" to show the lowest of these calculations. This is what we do, but it is
kind of complicated. I'm interested in more streamlined approches others may
have. Hope this helps

It would be helpful if you explained what you're working with and what
version. If you have Project Server, you should setup the OLAP cube to
report on this data. If you don't like that option, you can write reports of
your own.

Did you create this as a new calculate measure using the mdx syntax?
Remaining capacity is a custom measure I almost always add to the cube. You
do this from Server Settings page by selecting the Cube Configuration
selection. If your calculated measure is working and you're getting negative
numbers, then you may not have your capacity settings correct under
Additional Server settings where you set the date ranges for availability
calculations in the system.
