All Server types are dimmed while creating a new pop3 account

only exchange server option is available and all other options like pop3 ,
imap are dimmed

Sounds like a registry value was set to disable account types the site
doesn't wish to support. If this is the case, look for a registry value
named DisablePOP3 at:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options

and/or

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\Options
