Allocating Specific numbers to querie results

I have created a database in Access 97 to track all loans funded Australia Wide on a daily basis for my employer. I have created a query that separates all loans by state. One State, namely WA, for Loan Duty Purposes require me to allocate a specific number to each loan for that state. The number commences from a set number given to me at the beginning of each financial year. The number allocated is the next number up, ie: loan WA1 will be 1000, loan WA 2 will be 1001, loan WA3 will be 1002 and so on consecutively, then on the 1st July each year these numbers will commence from a new number allocated to me by OSR WA

Is there a way that when I add all the data of the loans funded daily (extracted from a soft copy of a report that is provided to me daily) all the WA loans are allocated this number automatically for me. This would enable me to view the Number required by OSR WA in my form when I enquire on the loan. This would save me having to manually allocate these numbers consecutively and wasting time and confusion doubling up on these numbers as the database is multi user

Any help would be appreciated
