Allow multiple sender sources in Outlook rule exceptions

In Outlook 2003, the rule exception labeled "except if sender is in specified
Address Book" only allows one Address Book to be selected. It would be nice
to allow multiple address sources to be selected. I know a list hierarchy is
shown for some Exchange sources, but not for all types of sources.

Scenario: I do as you recommend and create an additional rule (rule B)
having the same message conditions as rule A but with a different exception
(different sender source). I ensure that the "stop processing more rules"
option is unchecked on rules A and B (assume rule B immediately follows rule
A). When a message arrives from a sender in rule B's sender source
exception, that message matches rule A's criteria and applies rule A's
actions to the message (i.e. message is moved/copied to a folder). Rules
processing continues to rule B. Since the message does not match Rule B's
criteria due to the exception, default message action applies (message goes
to Inbox). Now we have 2 copies of the same message. This is undesirable.
