Allow Programmatic Access Greyed Out

I have Outlook 2007 (Vista) and an Adminstrator ID but have noticed that the
settings to Allow Programmatic Access are greyed out. They are set as
recommended, and states that my anti virus status is valid, but I believe
that I should be able to change the settings if required. Can anyone tell me
why they are greyed out?
