Allow project managers to be owner but not create project

We use PS 2003. We have a group entitled "Project Managers." Is there a way
to allow them to be the owner of a project, but not be able to create new
projects? Under the global permissions, there is a "New Project" permission
and if I say no to that then I am unable to assign a PM to a project.

Jennifer --

Only those users who have the New Project permission will appear on the
Owner pick list. Thus, the permissions scheme in Project Server 2003 is
working against your project management process requirements. Hope this
helps.
