Allow scripts to be run check box

In Microsoft Product Support Services White Paper there
are instructions on how to send form results to a
database and an email address and use the file upload
component simultaneously. The article "Creating a File
Upload Folder in your Web", step # 4, states to righ
click on the folder and click to clear the "Allow scripts
to be run" check box. My check box is grayed out, not
giving me that options. How can I correct this?
