Allow setting OneNote as Desktop Background with Persistent Notes

Is it possible to set OneNote as my desktop background such that I can cut
and paste contend, makes quick notes etc. to my desktop background making it
an always present, always persistent workspace? If not can this be
considered a feature request.

There is a power toy that allows you to write sirectly on your desktop.
But it is not tied to OneNote.

No, this won't work.

But as Grant said, there is nice tool.
It's "ink Desktop" and it can be customized to either work on the
whole
desktop or just the space being icon-free or in a window.
I have it as a window and it's always on.

"ink desktop" is part of the "MS Enhancement Pack" for TabletPCs.
The pack also contains the really fine "Snipping Tool" for capturing
anything on the screen of any application to the Clipboard.

Another really fine tool for working with PostIt-like notes on the
Desktop of a TabletPC came with XP SP2.:
"Sticky Notes"
