Allow Team Leads to edit Start & Finish dates

I am using PWA to let my team leads input thier percent completes on thier
tasks. Since our schedule is baselined and I have to approve or reject all
changes anyway, can I allow them to change the Start and/or finish dates?
Right now, all they can do is put in % complete or hours worked. If a task
needs to be adjusted out, the leads have to call me and I have to do it. Our
schedule is NOT resource driven but IS resource loaded.

Any help would be appreciated.
