Allow Time Zone Changes Without Changing Calendar Appointment Time

I am a consultant and travel across time zones routinely to different job
sites. I find it very frustrating for Outlook to change all of my
appointment times just because I changed time zones. When I am working in
the Central Time Zone I make calendar appointment entires based on the local
time at where ever the appointment is. For example if I am going to have a
2:00 P.M. meeting in Virginia (Eastern) on July 7th and I am in Paducah, KY
(Central) on another job, I simply want to enter 2:00 P.M. for the
appointment and not have to enter 1:00 P.M. in order to fake out the computer
so that when it resets the times for all my appointments when the computer
time resets to Eastern time. I currently either have to enter times as
described above or set my computer clock to remain unchanged when I change
time zones. Neither of these are desired. I want my computer to show the
correct time for where I am but LEAVE MY APPOINTMENT TIMES ALONE.

After furious head scratching, TE asked:
