Allow user to preset out of office assistant

Users need to be able to preset the out of office assistant and have it come
on automatically. Shutting off automatically would be nice but not necessary
since we are asked about that when signing on after having out of office on.

OneNote doesn't use the Office Assistant. If you don't want the Office
Assistant, doing a custom install will allow you not to install it at all.
You may want to post your suggestion to one of the regular Office
newsgroups.
