Allow Users To Edit Ranges - Excel 2003

Designing shared worksheet that restricts editing of certain cells based on
password - different passwords for two ranges. Then I "protect sheet" to
activate this feature.

Question 1: When the protection is activated, the "Tab" does not move
cursor to right. How can I restore that feature?

Question 2: I want to generate a list of who made which changes in a 24-hr
period? How to do this?
