Allow users to edit ranges problem 2007

I am protecting the formatting of Excel 2007 worksheets in the Review
tab/Allow users to edit ranges/I select the editable range/Check (allow)
select locked and unlocked cells and insert and delete rows: but after the
protection is set with a password, Excel doesn't let you insert or delete
rows even though it's checked to do so. Please help!
