Allowing multiple developers in Access 2003 adp file under VSS con

Having trouble allow a second developer to access an Access 2003 adp file
which I created and have placed under VSS 2005 source code control.

When anyone other than myself trys to open the adp file, a VSS messagebox
informs them that this project was created by me, that only I am allowed to
work on it, and that VSS will be disabled for them. Then of course they are
not allowed to check out any objects from VSS and can not therefore save any
changes.

Anyone know how I have to set up or create the VSS project to allow others
to work on it with me?
