Allowing multiple PM's the ability to update the same project

I have been asked to establish and environment where multiple senior managers
can update a project. Not only does this feel unwise, I cannot figure out
how to establish the permissions. Please confirm that only one manager at a
time can modify a project plan.

Only one manager can open and modify a project at a time. Multiple managers
cannot have the same project open simultaneously for editing. Beyond this,
each task can have only one manager, so when a team member updates actuals
on a task assignment, the actuals go to only one manager and not to multiple
managers.

It is possible for different managers to manage different sets of tasks in a
project, however. For example, you might have a project consisting of three
phases. Dale manages the tasks in Phase I, Gary manages the tasks in Phase
II, and Ed manages the tasks in Phase III. It would be possible to make
each of these three the manager of his own phase in the project by
republishing the assignments. But it is not possible for Gary, Ed, and Dale
to manage all of the tasks in the project.
